Abstract: Cloud computing is the growing and important factor for the world to being connected to the world for a single person. As per the requirement of the speed, performance and, but obvious security which is most important factor for the cloud we need different types of method and new innovation. So, we have to optimize the existing algorithms to achieve batter results with the perspective of cloud provider and user also. For that cloud schedulers have to keep the user requirements and QoS in the management of cloud resources like VMs, PMs with efficient provisioning algorithms. In this report we porpose the a solution for secure VM placement and Provisioning based on observation of requested and consumed resources provided to the users. One solution takes into account the user’s requirement and QoS. For that virtual machine manager have to pass the different metrics metadata and information related to resource usage and accessing of other virtual machine in the same host or to other hosts in particular cloud environment. This scheduler will provision the virtual machines so that users can use cloud resources securely without any interuptions from the other VMs. We need scheduler at the stage of DataCenters and Physical Machines also. So, it will reduce the complexity for the cloud scheduler. We have discussed the related work about different cloud schedulers with the factors Cost, Energy, Security, power etc. In Implementation Methodology section proposed strategy for secure provisioning is given with pseudo code.
