Abstract: The layers in cellular protocol stack have different utilities in accomplishment of vari- ous features regarding the particular RATs - Radio Access Technology like 2G, 3G, LTE, and now 5G. This project is a part of 5G technology and basically based on the func- tionality of Abstracted Interface Layer between the Physical Layer - PHY and the Upper Layers - MAC, RLC, PDCP, RRC etc. in 5G Protocol Stack. The focus is on measure- ment utility of the different RATs. While movement the UE where User Equipment can move from one cell to another cell, measurements plays very important role in the performance of RATs. Various optimized ways have been implemented for measurements in the interface layer for getting efficiency and accuracy while UE is under coverage of two or more RATs. There are different behaviours for which measurements of the quality of targeted cell is essential, like UE Approaching for connected Mode, cell selection, cell re selection and hand over to different cell. A Dynamic Centralized Scheduler API is developed for the abstracted interface layer. The purpose of Optimized Scheduling of Measurement Gap Intervals is provision of balanced services to every RAT considering it’s priority with efficient utilization of yime and to increase the power saving.
